Air Conditioner Compressor-On Board Testing

I have a 1985 720 with an air conditioning compressor which appears seized. By that I mean the outer pulley spins, but the inner hub does not spin either with the A/C switch "On" or I manually attempt to turn the inner hub. I wish to test the electrical connection to the compressor coil before pulling it off the block. The electrical connection seems to be underneath the distributor. Does anyone know if I have to pull the distributor and run a bypass circuit from the battery directly to the electrical connector of the compressor to make sure there is no electrical problem?

I am also looking for the low pressure cut-off switch. Could a low pressure cause the inner hub not to turn even manually?
