Do you mean that when you have the oil filler cap off you get wind out of it?? Some flow out through this hole when the cap is removed is pretty normal due to blowby gasses getting past the piston rings and into the crankcase, then they blow up into the cyl head and out the hole.
With the cap installed the PCV system should keep the crankcase from becoming pressurized. With really worn piston rings there will be a LOT of blowby gasses getting past the piston rings and in to the crankcase, so you will have a lot of oily air coming out the hole when the cap is removed. In extremely worn engines there will be so much blowby that the PCV system can't keep up with it and you start seeping oil through some/all of your gaskets, like the oil filler cap seal, the front or rear main seals, the valve cover gasket, etc. In this case, replacing the gaskets does not help becuase the pressure in the crankcase will blow oil out past the new gaskets or seals. If you think this is happening it's time to do a compression test, or even better yet a cylinder leakdown test to find out just how much wear your piston rings and cylinder walls really have.
