Air bags in Japan

I saw a F/S thread that had a RHD S14 dash. I noticed that it did not have an airbag or the space for one. And all the Navan steering wheels have no air bags either. What year did Japan start making manufacturers start putting air bags in their cars?

I believe it started in 98, but in US it was permitted for every car to have one in 1995. thats why the 98 180sx had airbags
