Here's the instructions from the service manual, they seem almost the same as posted above, just timing is a little different and includes more steps to switch back from diag mode. Maybe that will help you get the light off? (however, reading the caution at the end might suggest the system thinks there's really a malfunction in your system?)
HOW TO CHANGE BETWEEN USER MODE AND SLEF-DIAGNOSIS MODE WITHOUT CONSULT-II1. Turn ignition switch from OFF to ON. 2. Within 2 second after air bag warning lamp is on for 7 seconds and turns off, turn off ignition switch. 3. After ignition switch is turned off, wait for more than 3 seconds. 4. repeat steps 1 to 3 two times. (preform 3 times in total.)5. Turn ignition switch O"N again. (Turn to Diagnosis mode.)

CAUTION: In user mode, when the "AIR BAG" warning lamp is not blinking, switching to Diagnosis mode by ignition switch operation is not possible. In Diagnosis mode, when no malfunctions is detected, user mode ban be switch on by turning the ignition switch from OFF to ON.
HOW TO ERASE SELF-DIAGNOSIS RESULTSAfter a malfunction is reparied, turn the ignition switch OFF for at least one second, then back ON. Diagnosis mode returns to the user mode. At that time, the self-diagnostic result is cleared.
