That's my guess.
Now I'm assuming this conversion uses the stock wiring to supply power to the headlights. If so, then you'll have a common ground, a low beam supply, and a high beam supply. The conversion probably swapped the wires (easy mistake if its a low quality conversion kit) and the highbeam was getting its signal from the lowbeam circuit and vice cersa for the lowbeam.
