aftermarket fuel pump

I have a 90 nissan 240 that is a dirt track car. It has a fuel cell with an inline pump. The guy i got it from has a aftermarket fuel pressure regulator on the return line....is this right?? The car is running pig rich. Help please!!

You can put the regulator anywhere on the return line really.
Is it an adjustable regulator? If so, just turn it down.
