Is it normal to not feel low end torque after 5/16 plenum install don't feel torque at 2k-3k as much before the install

Try a reset of the ECU so it can go through a re-learn.

No, a tune isn't necessary yet... Wait till you do a full exhaust... Maybe some high flow cats or test pipes, then think of the tune...
