aem tru boost problem

ok, i got a problem with either the tru boost or the wastegate not working right, but whenever i hit the setting's max psi(10-15% over wg), it doesn't hold it there, it fluctuates between that max and lower(bout 2 psi +-), you can hear the wastegate open and close and also feel the car doing that.

its a 38mm wg, on a phat ka-t manifold with open dump tube, with a ~5.8psi spring, usually hits about 7.8psi on the 15% setting.

also there is a slight leak on the downpipe(right after turbo), it usually seals when it gets hot.

setup is 97 ka-tcp pistons, eagle rods, aem ems, aem tru boost, phat ka-t manifold/downpipe, tial 38mm wg, garrett/atp T3/60-1.

edit: got it fixed, the spr(spring pressure) was set for the wg spring, but its supposed to be about a psi or 2 lower, now it holds boost and the wg open how its supposed to be
