Hunt around for some non-chain body/paint shops and see what kind of deal someone will cut you to strip/recoat. Given the level of competence, I would be very wary of buying chromed wheels I couldn't inspect personally.
OOOOHHHH! Definitely get them polished. That is way better than chrome, and you don't have the extra weight and no risk of peeling. Just keep those babys coated in wax!
