Does anyone know how to properly adjust the OEM Headlights on a 2003 Infinity I35?

Although this is an engine forum.
You can adjust the headlights using the vertical adjust on the headlight housing. The most common reason for the headlights to be off is poor alignment of body components or broken headlight brackets. I would check these first before adjusting anything.
