'm trying to run my halos to my fuse box with a Bussman add-a-circuit. The fuse i'm tapping into is the windshield washer motor which is 10a. I put two 10a fuses into the add-a-fuse but they keep popping every time I put the ground on.

I then tried to tap into my high beams for testing purposes and only one popped when i turned the high beams on.

Does anyone have any suggestions? Should I try a lower amp fuse in one of the slots?

Why don't you run a separate wiring and fuse for the halos? Find the current rating of the halos, give at least 2x margin and get the appropriate fuse size. If the current surge is more than 2x, then a slow-blow fuse will help
