Accessing A/C recirculator

Newbie.

The arm which controls the lever that opens and closes the recirculator on my '07 has popped off. I can see it and manually adjust it from below, but cannot reattach the pieces. It appears that I could access the rig by removing the cover piece below the steering column. Removing the three visible screws wasn't enough to give me any confidence as to the next step.

How do I remove this section of the "dash"? Is this a move in the right direction? Any help is appreciated.
