The self-diagnostic on my car indicates that two of the actuators in the ac system are bad (I have ac only, no heat, and no temperature control). I think the entire system has three or more actuators. Here is a guy on ebay with a set of three ac system actuators for a good price ($25).

I am inclined to purchase this set of 3, but I don't know the first thing about the cost or skill level required to access these for installation.

Does replacing these actuators require a full dash teardown?

If yes, I will probably just live with ac only and not worry about restoring the heat function.

I know the issue in the later first generation Q45 was more the hinge on the flap than the actual actuators... I suspect it's a pretty nasty job, but I don't know for sure. I assume you have the FSM if you were able to run the self-diagnostic, but if not it's available at www.infinitiservicemanual.com

Yes, I used the FSM that is available here to run the self-diagnostic. I can use the FSM to see the diagrams showing where the the actuators are located, but I was wondering if anybody here has actually tried to do any work on the second gen ac system. Sometimes people have developed shortcuts to get at certain parts without a full dash teardown.
