(2015 SL AWD mostly in town driving, 700 miles, average about 22 miles/gallon in eco mode). Best has been 35.2 on freeway in cruise control over a 60 mile commute.

Trying to better the fuel economy by not running the AC too much while in city. I am doing the following, but I am not sure if this actually causes the AC to not run, since I can still feel some cold air coming in.

Outside temp 71F.
AC Button Off
Auto button off.
Fan speed 3-4
Air recirculation off and air from outside button on.
Temp dials set to 71F for both driver and passenger.

Is this the right configuration for the AC to not run?

My understanding is that if auto is off and AC is off, then the AC should not come on. I may be wrong. I have noticed recently if it is warm and sunny, my AC seems to turn on with no AC light and auto is off. The air from the vent is very cold.

In the previous generation of Rogues, the service manual states that the AC is on when the defroster is selected (partially or completely). The AC button does not come on at this point because it does not allow you the ability to turn it off.

I know nothing of the new generation, or those with auto climate controls however, so I am unsure if you still have these sort of selectors available (where you select the vents for the air to come out of).

I found my Rogue got worse mpg in Eco mode. I get about 28.5 mpg in town. But I have a FWD. I think AWD mpg is rated a little less than FWD (Not sure). I also stopped resetting the MPG gauge at every fill up and it seems to be more accurate over the coarse of a few fill ups.
