So the AC outlet does not work at all. I multimetered the ends and nothing is there. Is there a fuse for it or something. I have a 95 for what it is worth.

yes there is a fuse there somewhere for it and it is probably blown, check all the fuse boxes for the blown fuse because Im not sure where it is on your car

you say ac outlet....as in alternating current??
as far as the lighter goes, it is probobly the fuse that is by the dead pedal where you put your left foot, there should be a diagram on the inside of that that shows the fuse that it is, replace it with a 10A fuse only
