AC only blows cold when driving

I've been having problems with the AC in my 1995 Q45 ever since I got it. It only blows cold when I'm driving 30mph or faster. I noticed that the condenser fan doesn't run at all. I checked the refrigerant charge in the system and it was good. After this I tested the relay for the fan and it's good. I also located the contacts on the relay for the fan and shorted them with a jumper but the fan did not run. I think the condenser fan motor is most likely bad. Is there any other way I can verify this before ordering another fan?

Just ohm the fan terminals while giving the blades a slow manual spin. You shouldn't see open circuit (OL) through the motor at any point. If you do, either the brushes or armature are shot.

Check your fan clutch for proper operation as well. It should spin freely when cold but be difficult to turn by hand once it's up to operating temps.

Check your cooling fan relays, there's two of them. Look up FSM Section EF & EC page 30. It explains the function of the cooling fans, and when they turn on and off. The fact that it doesn't kick in until 30 mph, is what gave me the hint.

Just a tip: I’ve noticed the 2nd condenser fan does not turn on unless the engine is really running off the highway or it’s experiencing overheating. But just regular a/c operation won’t cause the secondary fan to run until it’s hot.

The ECM trips the fan based on an integral of engine temp and either A/C pressure or on/off condition. You can find the graphs for the OP's '95 on EF&EC-30 here:

It's the same setup on R51 Pathies and pretty much all Nissan products with a mechanical primary fan and an aux cooling fan. The temp thresholds may differ a bit by model, but the concept is the same across the board.

PS - For those diagnosing a problem, the specs are always in the Engine Control (EC) section of the FSM, and the wiring will always be part of the engine wiring diagram.
