I think a bad sunload sensor can cause the compressor not to come on. But thats just a guess based on my years of experience with the Q.
Sunload sensors main job is to fine tune blower speed based off the amount of sunlight hitting it in an attempt to keep passengers comfortable.....more sun? driver must be feeling the suns rays hitting their body,let me turn the fan speed up a notch. No sun? lets turn it down a notch.....fine tuning in an attempt to maximize comfort.
Sunload sensor is VERY EASY to mis-diagnose {especially for newish owners} as if there is not direct sun hitting the sensor while in test mode, you get a false trouble code. The sessor is nothing more than a typical photocell with no moving parts, and should outlast the rest of the vehicle....of course, as these cars are ancient now and have gone through 3-4-5-6+ owners,who knows what a previous owner has monkeyed with{ think pulling dash to install audio equipment and the like}. Take note that almost every "sunload sensor" post and problem has been from a relatively new owner who purchased a very old and used car.....I can not think of a single long term owner/member here having this issue-
