I know it has been said that having a staggered setup causes understeer right? If I run 8j 9j with 215/45/17 all around, will I encounter this dreaded monster of understeer? And would it matter which one I put up front?

If you run the same tire size all around on those wheels, you won't get understeer. You would would actually end up with a car more likely to oversteer than if it had 215 on 8j all around, because 215 on a 9j is a pretty large stretch and will cause loss of grip at that end of hte car.

Never run wider wheels than the back in the front

215 on a 9j is too much of a stretch.

215/45 can be easily done and isn't really dangerous as long as you don't drive like a maniac over really rough stuff. It's not that unheard of. It's just more stretch than you need to get that little extra bit of response, and is enough to cause a loss in peak grip.
