What do you mean? Can you be a bit more specific.

Nissan Tiida/ Versa have an OBD II Connector just below the fuse box at the bottom right hand side of your steering wheel.

You need someone to reprogram your ECU then, nothing to do with OBD. Would have to find someone that does work on 1.6L ECU, doubt there is anything in the US that would have experience.

Well if i got what you want, you gonna need a speed governor remove. Google it. Or go to this topic:

But if u want to see a data from your ECU in a computer, you gonna need a hardware like a scantool. You can get it from http://www.scantool.net. Actually u can get more hardware for you tiida.

I have a Tiida and i have it. It´s nice.
