The ECU uses the speed sensor to reduce the power steering when you are at higher speeds to firm up the steering feel. So the ecu probably thinks you're going way faster than you are and locks up the steering.
I finally got around to doing the labor, it was actually damaged bad so I replaced it with a new one. It works perfectly fine now. Thanks for that one!
