I was checking my tein tie rod end which is still in package and to be installed soon. And I found this portion moving left and right as arrow points. It moves 1/4 inches both ways. But it also sticks to the frame quickly when I stop pushing it. When I press or squeeze the boot, some liquid comes out.

Is there something really wrong with this that I have to return it?

That part you circled is a ball-joint, and yes it is supposed to move around like that.......its not supposed to leak fluid though, thats a sign of the ball-joint being worn out. Was this a used part? and about how much fluid is comming out?
