Aside from what I think Jesda's referring to, the HOV lanes didn't exist. "In 1992 , Mn/DOT opened the state's first HOV lanes on Interstate 394."

That was the first thing I noticed and mentioned above. Clearly that is the correct answer...

EDIT: Got it. Helped that I blew the picture up on my 24" monitor at work, my 12" laptop monitor didnt show it clearly. Wiki helped too.
