A couple of question about my CA18

Hello all, I would love to be helped by someone in this:

1. My CA18 engine seems to not have the all power that it should have. It's like if it only have ~100 HP and not ~180-200 HP that should.

2. The hell is this?


*I'm talking about the little tube that goes to the botom of the engine, just under the idler polley.

I looked in some books and found nothing, it seems that the previous owner put it on, but I don't know for what or why.
