A/C & Heat issue

My heat only comes on if I have it on full blast, The A/C does not kick on at all? What can cause this? Its a 1993 Q45. I searched the posts but didnt find anything that sounds similiar. Please help. Thanks

Are you referring to the fan or the control unit?
