a/c for 1991 q45

i have a 1991 q45, had the compressor and dryer replaced and recharged by mechanic, lol. The air seems to have a mind of its own. sometimes it is cold as hell and works just fine, sometimes nothing and sometimes in between. seems to be cooler at lower speeds. blows totally hot sometimes. mechanic seems to think its the expansion valve? what is anyones and everyones opinion before i let him tear my dash apart. thanks
