2002 vehicle! Open your service manual to Air Conditioning section, look at schematic for in line series device, like ambient temperature control to turn on the compressor, find the leads ans jump them out and see if the compressor turns on.
The clutch mechanism must come on then the compressor turns and then and only then do you get a gas to liquid transformation and with evaporation you get cooling. Do not blame the controls in direct reach of you, it may be the controls that protect the compressor while the ambient id cold around 32F and colder.
Test these protection sensors before condemning the at hand controls.
