The relay and fuse are in the IPDM, the square box upside down underneath the air intake. Your ride should have the Auto Active Test for checking the IPDM, which will run through various tests of lamps, wipers, etc, including cycling the compressor clutch three times. To access Auto Active:
1) Ignition on
2) Press the driver's door courtesy lamp switch (on the B-pillar) 10 times in quick succession
3) Turn ignition off, then on again. The horn should blow and the tests will start
If the clutch works using Auto Active then your problem is upstream, with one of the devices in the command chain (ECM,BCM,A/C Auto Amp) vetoing the compressor turn-on.

If there is no or low refrigerant, it will not engage the clutch.

If the dryer has an issue, it will not engage the clutch.

If there is a sensor issue, or wiring to them, it will not engage the clutch.

You should have the system checked.

The service manual is here:

For all:
If you have to "recharge" your A/C at any time, that means there is a leak.
The system does not use or consume refrigerant. So, if you have to add
it, then there is a leak. The leak will only get worse as time goes on.

For a '16 we have the FSM right here in Nico. Here's the HA section covering the mechanical portions of the A/C...
