That's a low voltage. And yes, crazy things do happen when alternator is failing. Regulated output voltage should be 14.1-14.7 VDC. Current is also limited, depending on the RPM and voltage may drop as low as 13.5 VDC when electrical load is excessive.
Make sure the alternator drive belt is not slipping. Ensure battery connections are clean and tight. Rev the engine between 1500-2500 RPM and measure the voltage. If the voltage is still not in spec, check the alternator connectors and wiring as well as ground points. If still out of spec, there could be a problem with the alternator's internal voltage regulator or one or more of the power diodes have failed.
