99 Pathfinder vibration at 60-70MPH

I think there is a TSB for this , but not sure . Anybody knows what causes the vibration at the wheel starting at 60 and up to about 70MPH . Checked balance all around , and it is not it

Brake rotors [0.0028" runout spec] or tires and wheels [lateral or radial runout].Checked balance [less than 7 grams error?] is radial force [tire sidewall stiffness variation] less than 15 pounds loaded at 70 mph?
