Your daytime running lights utilize the hi-beam filament in the headlight bulb. The voltage for the daytime running lights is reduced to approximately 50%, about 6 volts through a set or circuits inside the day time control box. Does the fuse blow when you turn on your normal headlights for low beam or high beam? I know you said night time lights and then you say High Beams so perhaps you could clarify?
Here's what you need to do. Check the light bulb plug, on the problem side, for signs of harness melting, cracking or exposed wiring.
Now you need a multi meter that reads DC Voltage1) Leave the lightbulb plug disconnected.2) Replace the fuse.3) Turn on your headlights.4) Check for the output voltage at the wiring harness plug.5) Check the low beam power first, then high beam.6) If you have power and the fuse doesn't blow then the issue is probably the headlight itself.7) If you have no power because the fuse blew again you have a short that is either between the headlight and the steering column switch, or the switch and the day time running light controller. I wish I had the manual so I could give you a bit more help. Perhaps likely areas that are prone to trouble for wiring.
