'99 Maxi - Lowering Headlamp Adjustment

For my '99 Maxi -- which headlamp adjuster does what? , unfortunately the factory service manual isn't much help. For a given headlight there's two black plastic (10mm) screw adjusters in the bay behind the lights. One closest to the fender and one near the radiator.

- Which one does up/down? (fender or radiator side?)

- Which direction to turn the screw to LOWER the lamps? (clockwise/counterclockwise?)

Thx (PS - I did run a search but nothing specific on which screw does what).
