99 Altima tail lights, blinkers help?

Hello all, last week I purchased a 1999 Nissan Altima from a private owner. mechanically it is perfect but there is a few minor details that need to be fixed that are not mechanical. for instance, the lighting in the instrument panel did not work. after doing some inspection, I found that in the engine bay fuse block, the tail light fuse was blown. I put a new fuse in it, and the instrument panel light came on as did the tail lights. but now for some reason the left blinker stays lit in front and back, and also on my instrument panel the left turn signal indicator stays lit. I didn't think it was a bad bulb, because they worked fine before I put in the correct fuse and they still stay lit with the fuse in it. Just to be sure though, I switched the bulbs with the right side, and had the same results. So its basically have my blinkers work with no tail lights/instrument panel lights, or have my left blinker stay on. And when I say stay on I don't mean flashing, just lit. Anyone know why this could be happening? Any tips on why the tail lights would all of a sudden not let my blinkers work? Anything would help. Thanks!
