Anyone know where this is at in the manual? I cant seem to find it.

There is no TPS relearn procedure, just manual adjustment described on page EC-152 of the FSM.

What about an idle relearn?

Fast idle cam and idle speed / ignition timing / idle mixture ratio adjustment are described starting on EC-34. They're not simple ECM relearn procedures though.

Well let me ask you this. After replacing the TPS is it a necessity to do any type of relearn? Found out my rough idle issues were caused by a small leak in the intake tubing right before the throttle body and that my TPS was bad from the factory.

The mechanic mentioned doing some type of relearn after replacing the TPS.

I don't believe so, as long no code is being thrown I think it should be alright. Even newer models (2001+) don't have any TPS relearn procedure. You can perform component inspection as described on EC-152 perhaps.
