98 s14 projector headlight issue

i am having an issue aiming the projector.... the vert looks like its working ok but the horizontal adjustment is not moving at all. both of my headlights are pointing to the right. i'm blasting the cars driving next to me...

i have recently replaced both bulbs and took out and reinstalled the entire headlamps (both). dont get it.. is there a trick?

there should be a silver looking bolt that adjust your headlight. not sure if its 8 or 10mm but leaning towards 8mm.
