98 S13 Blacktop SR20DET wastegate problem

So the bolts that hold the wastegate fell off like they like to do from time to time. I bolt it back in and got no boost. I know this should be an easy fix, just don't know where to start. The rod is still connected (e-clip like to fall off too) and I can move the rod so I know its not stuck. Not much power so I don't think its stuck open. It runs fine so I think its not a boost leak. No boost controller and connections to blow off valve is fine. In fact all the hoses are good. The only thing I haven't done is to check the turbo to see if it died but I am pretty sure that can't be it. I appreciate any advice!

I'm still learning my way around a car, so I am not sure how to check the wastegate? I know that the rod does not move no matter what I do . . .
