Hi There and welcome to the forum. At some point, you will have to refer to the FSM (factory service manual) so before you get yelled at by other members, try and download it from the following site:
http://www.phatg20.net click on 1998 Q45 FSM
Once you get the FSM, look up the BT section for body and trim and you will see how the headlight is secured. On the passenger side, you will have to remove the battery to gain access to the electrical connections. I cannot remember about the bolts, but there are about four 10 or 12 mm bolts holding the headlight in.
I had the same problem on one of my lights so here is what I did:
Remove the entire headlight assembly. Take compressed air from a shop compressor or one of those duster spray cans you buy at Office Depot. Remove the rubber drain plug (looks like a curved vacuum hose so the water can drain out. Shoot compressed air into the headlight to break up the water beads. If you can insert a lint free cloth or some paper towels inside one or more of the bulb openings to soak up the moisture that would help. Once you have done all that, try and tilt the headlight so that any moisture will run to the drain plug opening and/or paper towels and let it sit overnight in a warm area. Sometimes it helps to shake and turn the assembly while blowing in the compressed air to get water that is trapped in the corners.
Inspect the assembly and check for additional moisture that did not get removed. Once you get at least 95% of the moisture out, reattach the rubber drain hose and then run a thin bead of clear silicone along the entire housing where the lens meets the plastic housing. Then, reinstall the assembly. Evern though I only had one leaking light, I did this on both my headlights and now I don't have the ugly fogged lights whenever it rains.
If one or both of your fog lights is doing the same thing, you can also remove (CAREFULLY!!) the glass lens by removing the metal clips, wiping everything clean and running a bead of silicone to seal those units too.
Good luck and hope you pass your inspection!!
