98-q45 cruise control question

when i activate my cruise control my car will downshift into 3rd gear and just stay
there even if im doing like 65-70 mph and will not shift up later on
has anyone else had any problems with thier cruise?

Will the car cruise OK in 4th gear without the cruise on? Seems strange, gear position is mainly driven by throttle position, so it's strange for it to only do it when the cruise control is on.

Does the transmission act normally otherwise? It sounds to me more like a transmission related issue.

car drives fine i did feel a little shutter in the throttle today when i was driving around town i think it may have a throttle body issue or tps problem, car is nice just like to have cruise control for long trips
