98 PF cranks but not starting

my pathy decided not to start after work. It was already hard to start, it cranks perfectly. I've got spark coming out of the plugs, fuel is coming out of the fuel filter. I pulled the fuel pump fuse and the car started, then fuel starting running out of the exhaust.
All the vac hoses have been replaced. I'm thinking it may be the Fuel Pressure Regulator?

Welcome to Nico!

A good starting point would be to verify what your fuel pressure is and how quickly the pressure drops off after the engine is shut off. You should be able to borrow a fuel pressure kit from a parts store to do this. Doing so will let you start crossing suspects off the list. It would also be worthwhile to check your timing and adjust it if need be.

If the fuel pressure regulator were at fault it would generally just make for hard starting and driveability issues, so I don't think it's the problem in this case.
