Neither, although I've heard the child safety explanation numerous times. It's a compromise between window width and the amount they'll roll down. The wider the window is, the more it encroaches on the wheel cutout, but the further back (which is toward the passenger and therefore desirable) it goes, the more useful it is.That's why most cars with wheel cutouts in the rear doors have large sections of fixed window behind the moving part on the rear doors.
