97 q45 fog lights not working

I brought my q45 about a year ago and I notice the fog lights didn't work, so I got around this weekend to check the bulbs to see if they were burnt. They was good as new, so I check the fog light fuse that was good also. My question is what else do I need to look at to find the culprit of this problem. Also Im in the process of changing my belts how many belts are there. The dealer said they are 4 belts when I went to Autozone they said I need three serpertine belts. Which ones do I need. And last which NGK spark plugs are the best. I need to change my plugs also.

The FSM and OM are each explicit on belts and spark plugs.

There a four belts and six tensioner bearings. The sparkplugs are NGK PFRG either 5 or 6 heat range and 11 (1.1mm gap).

Call Joe and get the correct parts as after market belts are not necessarily a good fit as they tend to be generic.

Not to be silly but are they turned on? I have many times accidently turned them off by flipping the turn signal stalk.
