Ok, when you changed your Rack and pinion, did you lock the steering wheel in the straight position with a steering wheel lock? More than likely, you or someone may have accidently turned the steering column shaft and turn it over 2-3 times in one direction, causing the spiral cable, aka Air bag Clock Spring, to break. Best way to test the clock spring would be to unplug your battery for about 30 minutes, center the steering wheel, and take the key out of the ignition. Then remove the steering wheel air bag. Once this is out of the way, remove the 19mm nut holding the steering wheel to the shaft and wiggle the steering wheel loose from the steering shaft.
Now, you should see this "yellow stickered" device, this is your spiral cable or air bag clock spring. Now from the center position, carefully, and I mean carefully, slowly spin it in one direction. You should got about 2-3 turns in one direction, and there should be a good bit of tension keeping you from going any further. If there is 0 tension and it keeps spinning, it sounds like your spiral cable is broken. You can also test for continuity of the wires by testing the spiral cable wires before they enter the spiral cable and the wires that come out of the other side into the steering wheel. If you test for continuity and you do not have any, then you have a broken spiral cable.
