needs a new boot, but the circled part is called a 'bumper bound'.

Duh. I thought the black circle was a part of the failed shock boot. Doh!
Couldn't understand why anyone would reinstall it that way, let alone in that condition.

Its a bumpstop so if the strut is completely compressed, it acts as a "shock absorber. " I think it slides onto the strut shaft so normally it would be on the top of the strut directly underneath the shock tower.
