96 Maxima not turning over.

I have a 96 maxima & its not turning over. Everything works fine, all lights on dash come on, just not turning over. Its like the starter isn't even there. I replaced the starter, checked all the fuses & connections but still not doing anything. It did the same thing a few months ago & I replaced the nutral safety switch & the ignition but it still didn't work. When I had tried it later that day it fired right up. So i just didn't mess with it any more but it started it again. Does anyone have any ideals?
