96 G20 trouble to 3rd gear

I inherited a 96 g20 and it has a problem getting over 2nd gear. it has low miles which makes me think its hard to condem the transmission at this time ive heard from a few people that possibly the transmission speed sensor could cause this. i took it out and i dont see anything wrong of course but i dont know how to test it any clues?
