96 ecu relay wires

which wires are what? ive been testing my ecu all day and found out the ecu power wires are only getting .75 volts with the ignition set at on when they are supposed to be getting 11-14 i think its my whole problem of my car not starting......any ideas? and if anyone knows which wires are what on that relay that would be a big help
