96 altima electrical problem

i have got a problem with my 96 altima. in the daytime when stepping on the brakes the two front lights on the outside of the headlights will light up. at night when switching the headlights on everything up front is normal but the third brake light stays on all the time. the light will dim like the rear brake when the brake pedal is released but will continue to stays on. on the inside the instument cluster lights up when stepping on the brakes with the headlights off when on the cluster is normal . before i start probing with the voltmeter i was hoping somebody hade a similar problem that they fixed or could tell me where to start.thanks
