96 240sx KA24DE O2 sensor #2 malfunction

I need help. My S-14 is past due on smog and I have to take it to the CA state Referee Station Due to a modification ticket. I have a P0136 DTC wiich is a O2sensor Malfunction Bank 1 Sensor 2. Ive replaced the sensor with a new oem O2 sensor and it still dose not read on the scanner. The sensor has the right voltage going to and from it. With the car on and the signal wire cut the signal varies as normal on my Digital Volt Meter. When I touch the signal wire to the ecu side of the wire the voltage jumps to 3.121 volts. I swaped the ECU with another used ECU and still have the same readings. Is this a common problem with S-14 ECU's. Is it possible that 2 different ECU's to have the same short in the O2 circuit.I'll appreciate any help I can get.

Test the harness for continuity across different leads. That'll tell you if you've a short or not.

sounds to me like its a bad wire in the harness, or they were on backwards, my 96 had that code and it was just the heater in the secondary had gone bad. replaced it and it was good, but it seems like yours is a little more complex
