96 200SX SE-R Intermittant Wipers/Delay Problem

I have a 96 SE-R that has had a problem with the wiper delay since I got it 6 months ago. When I turn the delay on (only 1 set time), the wipers will go up and stop. At the end of the delay time, they will come back down to the "park" position and go back up an inch or 2. Next cycle, same thing. It does not cycle up and back down without stopping. Each time it cycles, it will stop in different places. There has only been a couple of times where it will actually go up and back down to the "park" position in a single sweep. This gets old when the wiper stops directly in front of your line of site and sits there for 7 or so seconds before moving again. I have even went so far as to trade wiper motors from another same year model, but it still does the same thing.
