95TT (turbo noise)

ok i have a stock 95 TT and when you get into pos. boost there is a scraping / rattling noise almost sounds like something scraping pavement but its not , when you let off the pedal completely it takes about 10-12 seconds to stop making noise, pretty sure the dr.sde turbo is the problem.if so do i need to replace both .how much and what brand is best for money im looking for reliability not a drag car.if i upgrade what is smallest upgrade with no mods neededand best price and brand.i know this is alot to ask but this is first TT,so any help is great...steve
