95j30t runs rough. please help...

I have 95j30t that i would like to fix. it has 180,000 on it, but I know I can get it to run better.
I love this car and would like to restore it if possible.
Ive changed the plugs (ngk2-p plugs I believe),
and ran injector cleaner a few times now from summer until now.
just in hopes that the fuel injectors have some small blockage. (This is not the case)
checked all the fuses under the dash and in the engine bay.

I've taken the car in only once and was quoted some ridiculous estimate
There has to be a way I can do at least some of this work here at home.

At this point I want to check the codes but I cant find anyone who sells the obd1 tool I need.
or the directions for checking the codes without the obd1 code reader. (if there is a way)

Is this something I can do at home?

is there another way to run the Diag.
I believe this model has the HICAS not sure if that matters.
